You are a former paramedic recalled to command a mixed medical convoy from Baltimore to Atlanta. Every mile consumes fuel, PPE, treatment, time, and trust. Every person outside the manifest is a choice someone else already made. When epidemiologist Dr. Malcolm Reed is found dead inside a powered-down transfer module, the red triage tag hidden in his sleeve identifies A. Reyes—but the same number, 0792, is already moving south on another vehicle.
Reed discovered that Northstar Emergency Logistics was not merely falsifying manifests. It had created reusable corridor identities—ghost slots—that let visibly symptomatic private clients cross public checkpoints while their real contacts disappeared from monitoring. Reed split the proof into a tag, a stopped watch, a paper map, encrypted checksums, and a delayed statement so no single seizure could erase the case. Executive Vera Kincaid did not cause the virus, but she turned the response map into a private Continuity Index and knowingly made Reed's detention fatal.
